According to Soco's "Needs of Grassroots SEN Children and Caregivers" survey report, it is conservatively estimated that there were at least 71,324 children (preschool and school-age) diagnosed with SEN in Hong Kong in 2018. In other words, 6.9% of the children were diagnosed with SEN. Even though the government has been increasing the number of children diagnosed with SEN in recent years. The support for children with SEN has been greatly improved. However, under the coordination of the Social Welfare Department, children with confirmed SEN are waiting for "subsidized pre-school rehabilitation services" (i.e. early education and training centres, kindergarten-cum-child care centers for disabled children and special children). Centre), the average waiting time still ranges from 13.1 to 19.6 months. However, the most effective golden cure is between the ages of 2 and 6, so many children with SEN miss the best treatment time due to symptoms.

The survey report further pointed out that grassroots SEN children will lag behind children with the ability to purchase private services and treatment due to family financial poverty. Among them, caregivers with lower education levels are often unable to assist SEN children and often receive behavioral, emotional and academic complaints from school staff about SEN children, which makes the caregivers even more emotionally distressed.

Even if they are waiting for support, currently public institutions still use traditional intensive treatment, and most of the treatment directions only focus on children with SEN, and there are fewer courses that provide caregiver-based support. The ABA courses sponsored by NGOs or foundations in the market only provide 20 sessions (about one month) of training for SEN children. Many grassroots families do not have access to ABA behavioral therapy and cannot continue expensive treatment.

Our team hopes to help SEN families on the waiting list through this program. Through this program, they can learn about ABA behavioral therapy that is not yet provided by public institutions, learn to conduct home training as early as possible in the golden period, and learn more about the needs of SEN children.

調查報告更加指出，基層SEN兒童更會因家庭經濟匱乏，更落後於有能力購買私營服務及治療的兒童。其中教育水準較低的照顧者，更因無法協助SEN學童，而經常收到學校職員對SEN兒童的行為、情緒和學業投訴，令照顧者情緒更加備受困擾。

即使輪候到支援，目前公營機構，仍然使用傳統式的密集性治療，而且治療方向大多數都只是專注於SEN兒童，較少以照顧者為主提供支援的課程。而坊間的NGO或基金贊助的ABA課程，亦只短暫提供20節（約1個月時間）的訓練給SEN兒童。很多基層的家庭，都沒有機會接觸ABA行為治療及無法繼續昂貴的治癒。

我們的團隊希望透過計劃，幫助輪候中的SEN家庭，可以透過本計劃認識，公營機構還未有提供的ABA行為治療，及早在黃金時期學習進行在家訓練，了解更多SEN兒童的需要。
